The Town Board of the Town of Philipstown held their Year End Meeting at the Town Hall, 238 Main Street, Cold Spring, New York at 7:30 p.m. on the above date.

1. Glenn Watson to address the Board regarding scheduling a Scoping Session for the Garrison Golf Club Planned Development District application.
Glenn Watson asked that with permission from the Town Board he would request Tim Millerís Office to prepare a resolution determining that there will be an Environmental Impact Statement prepared on this matter. He also noted that the thirty-day period has passed; therefore, the Town is lead agency. He requested that the Town Board schedule a Scoping session on this matter. The Town Board scheduled the Scoping session for January 24th
2. Memorandum dated December 13, 2000 from the Board of Assessors regarding changing the maximum income ceiling for senior citizen and persons with disabilities.
Councilwoman Budney made a motion, seconded by Councilman Merante and unanimously carried to direct Town Attorney Doyle to draft a local law changing the maximum income ceiling for senior citizen and persons with disabilities.
3. Authorize the Supervisor to sign the contract with the Putnam County Humane Society.

The following Resolution was presented by Councilman Hosmer, seconded by Councilwoman Budney and unanimously carried;
RESOLVED, that the Town Board of the Town of Philipstown hereby authorizes Supervisor Mazzuca to sign the contract with the Putnam County Humane Society for Shelter Services for the year 2001.
4. Memorandum from Town Attorney Doyle dated December 11, 2000 regarding amending the number of members to serve on the CAC.
Supervisor Mazzuca read the memorandum from Town Attorney Doyle, which explained that the number of members may be amended by resolution of the Town Board, and the Town can also include any other changes in the Powers and Duties (Section 10-4) if so desired.

The following Resolution was presented by Councilman Merante, seconded by Councilwoman Budney and unanimously carried;
RESOLVED, that the Town Board of the Town of Philipstown hereby determines that the required members for the Conservation Advisory Committee be reduced from nine (9) members to five (5) members and;
BE IT FURTHER RESOLVED, that Section 10-2, paragraph B shall read as follows: three (3) members shall be appointed for terms of one (1) year, and two (2) members shall be appointed for terms of two (2) years.
5. Recreation transfer of funds.

The following Resolution was presented by Councilwoman Budney, seconded by Councilman Merante and unanimously carried;
RESOVLED, that the Town Board hereby authorizes the transfer of Recreation funds in the amount of $408.97 from the contractual line to the equipment line, which finalizes the up grading and networking of 2 department computers and the purchase of park equipment.
6. Highway transfer of funds.

7. Authorize the Supervisor to make the necessary budget transfers to close the books for 2000

The following Resolution was presented by Councilman Hosmer, seconded by Councilwoman Budney and unanimously carried;
RESOLVED, that the Town Board hereby authorizes Supervisor Mazzuca to make any necessary budget transfers to close the books for the year 2000.
8. Set up interviews.
Supervisor Mazzuca explained that the Town Board would like to set up interviews for vacancies on the Planning Board and the Conservation Advisory Committee. The interviews will be scheduled for January 3, 2001 beginning at 6:30 p.m.
9. Schedule CSEA Contract negotiations.
Supervisor Mazzuca stated that CSEA negotiations would be held on either January 10, 2001 or January 17, 2001.
There being no further business to discuss, Councilman Merante made a motion, seconded by Councilman Hosmer and unanimously carried that the Year End Meeting be closed at 8:00 p.m.
